Dr Gan See Khem

Executive Chairman

Dr Gan See Khem is Executive Chairman and Managing Director of Health Management International Ltd. She has spearheaded the Group’s healthcare and education businesses since 1999.

Dr Gan is an active figure in public services. She is on the Board of Trustees for the Singapore Management University (SMU) and serves on the Malaysia–Singapore Business Council. Dr Gan is distinguished as one of the first two women to become a council member at the Singapore Chinese Chamber of Commerce and Industry in 1995. She was a Nominated Member of Parliament of the Republic of Singapore. She was also previously on the Board of Trustees of the Institute of South East Asian Studies and was a member of the International Advisory Board of Curtin Business School. In addition, Dr Gan holds directorships in several private companies in Singapore, Malaysia and Hong Kong that are involved in various industries including property investment and development.

Dr Gan specialised in strategic planning and management during her 15-year tenure at the National University of Singapore. She holds a PhD in Business Administration from the University of Sheffield, United Kingdom.


Ms Chin Wei Jia

Managing Director of Mahkota Medical Centre and Regency Specialist Hospital

Ms Chin Wei Jia was appointed as an Executive Director of HMI in October 2014 and as Group Chief Executive Officer (“CEO”) of HMI in September 2015. As Group CEO, she leads the strategic and operational activities in the Group. She also holds the concurrent appointment of CEO of Regency Specialist Hospital since 2012.

Ms Chin first joined HMI in 2002 and contributed to the launch of HMI Institute of Health Sciences. She played a key role in the development of HMI into a SGX mainboard listed healthcare company. Ms Chin was a member of the core team that commissioned HMI’s new Regency Specialist Hospital in 2008 and established HMI’s Medisave-accredited referral centre to enable HMI hospitals to provide overseas hospitalisation and day surgeries under the Singapore Medisave scheme.

Ms Chin holds a Bachelor of Arts (summa cum laude) in Economics and International Relations from Boston University, United States of America. She also has a Masters of Arts in International Relations from Johns Hopkins University, United States of America.

Executive Director 

Mr. Chin WY is recently appointed as the Executive Director of HMI Ltd. He joined HMI Ltd in 2015 as Director of Finance & Corporate Development and is responsible for the supervision of the Group’s overall financing reporting matters and driving the development of the group’s healthcare services business.

Prior to joining HMI Ltd, Mr. Chin worked for 8 years in private equity and investment banking in South East Asia. His last position was Associate Director at KV Asia Capital and he was also previously a Vice President at Sindicatum. He started out his career as an investment banker at Credit Suisse in 2007.

Mr. Chin WY graduated summa cum laude with B.A. Economics (Honours) from New York University, USA. He is also an affiliate member of the Association Chartered Certified Accountants.


Mr Gan Boon San

Mr Gan Boon San joined HMI as Director of Technology and Strategic Development, and Regency as Chief Executive Officer in 2016. Prior to joining the Group, Mr Gan has worked in the public and private sectors leading international teams and building organisations, delivering results in Asia Pacific over a period of 29 years. His past roles include President of Sun Microsystems Asia South, Vice President of Oracle APAC System Channels and General Manager of Microsoft APAC Public Sector. He has also held several board positions in the past including member of the Board of Governors for Singapore Polytechnic and President Commissioner of PT Sun Microsystems. Mr Gan was a Singapore National Computer Board scholar and graduated from the University of Wisconsin, Madison with a Bachelor of Science and Masters in Computer Engineering in 1985 and 1986 respectively.


Ms Kelen Leong

Chief of Operations

Ms Kelen Leong joined Regency Specialist Hospital as Chief of Operations on 1st July 2016. As Chief of Operations, Ms Kelen will lead in areas including Nursing, Patient Services, Operations, Allied Health Services and SOC/DPU. She has more than 20 years of experience and track records in business management and organization development and had worked in various industries including property development, construction, hospitality and healthcare related. Prior to joining Regency, she held the post as Chief Executive Officer in Pantai Hospital Ipoh.

Ms Kelen is a Fellow of the Association of Certified Chartered Accountant, United Kingdom (ACCA) and certified as a Chartered Accountant with the Malaysian Institute of Accountants.


Mr Richard Teh

Director of Finance

Mr Richard Teh was appointed as the Director of Finance of Regency Specialist Hospital in June 2016. His current portfolio includes Finance Department, Business Office, Credit Control, Procurement and Central Store Department.

Prior to joining Regency, Richard was the Director of Finance in Teleflex Medical Sdn Bhd, a US medical devices manufacturing company for 6 years and Malaysian Mosaics Sdn Bhd (formerly known as Malaysian Mosaics Berhad), as General Manager, Finance & Administration for thirteen 13 years where he was also the board member of the company. Richard brings in more than 27 years of post-qualifying experiences in finance leadership as well as broad management and administration.
He holds an MBA from Heriot-Watt University, Scotland and he is a fellow member of the Chartered Institute of Management Accountants (CIMA), a member of the Chartered Global Management Accountants (CGMA), he is also a member of the Malaysian Institute of Accountants (MIA) and a fellow member of both the Institute ofChartered Secretaries and Administrators (ICSA) and the Chartered Tax Institute of Malaysia (CTIM).


Ms Saw Lai Hong

Director of Nursing

Ms Saw Lai Hong is appointed as the Director of Nursing in 2016. She joined Regency in 2014 as Senior Nursing Educator and has been making significant progress spearheading the strengthening of our nursing capabilities and capacity in Regency. Ms Saw has a total of 38 years of nursing experience in hospitals and Nursing College. She was with the Ministry of Health for 13 years and was posted to various hospitals in Malaysia. Ms Saw first joined Mahkota Medical Centre in 1995 as a Staff Nurse before working for King Fahd Military Medical Complex in Saudi Arabia and Gleneagles Hospital in Singapore.

Ms Saw obtained Graduate Certificate in Nursing, Nurse Education from the University of South Australia and Bachelor of Science with Honours in Nursing Practice Development, from Northumbria University, UK. Upon completion of her teaching certificate and Nursing Degree, she was transferred to Mahkota Nursing College as a Nursing Lecturer.


Ms Siti Muslehat Mustaffa

Director of Patient Services

Ms Siti Muslehat Mustaffa joined Regency Specialist Hospital since April 2013. As Director of Patient Services, Ms Siti oversees the nursing services, infection control and quality & innovation unit. She is a nurse by profession, currently registered with the Singapore Nursing Board. She obtained her certification in Nursing with the School of Health Sciences, Singapore in 1985. Upon graduation, she worked at the Singapore General Hospital as a Staff Nurse for a year and later with the National University Hospital (NUH), Singapore. During her 18 years tenure in NUH, she raised the ranks and was promoted to Assistant Director of Nursing. Ms Siti later pursued her passion in teaching at Ngee Ann Polytechnic (NP), Singapore in 2005 where she taught students undertaking the Diploma of Health Sciences (Nursing). She was the Deputy Director for the School of Health Sciences and was with NP for 6 years. In her 30 years career, Ms Siti has completed her Advanced Nursing Studies in Medical-Surgical Nursing with the National University of Singapore (NUS), Bachelor in Health Sciences (Nursing) and Masters in Health Sciences, Management with the Singapore Institute of Management/University of Sydney and Post-Graduate Diploma in Higher Education with the National Institute of Education, Singapore.
